Not quite.....IRT also says that a source moving away from the
observer
will measure the incoming speed of light to be
c'=c-v = (measured lower frequency)(universal wavelength of the
source)
It appears that Bath is a subset of IRT.

Ken, I'm pretty sure ballistic theory says that c'=c-v for a source
moving away from the observer.

In IRT c' is the arriving speed of incoming light as shown in the
above formula. BaTH does not use such formula.
